I had my national master proof in my country several years before , and I tried to make it approve to be a title member . but i did not get it . May be chess.com only receive the Fide NM instead of one country NM .

It is better to err on the side of caution. If you are talking to Martin, he was mentioning that the "FIDE NM" title that chinoi said does not exist.

Is the National Master title recognized by FIDE and if not, why?
No, it is a title attained through national rating and therefore only national federations recognize it, not FIDE. Chess.com does give the titled mark for it though.
