Can someone tell me why it is that when your opponent runs out of time that a draw is called (sometimes!) due to Insufficient Material? Why isn’t it just a time loss for the player with more material? Sorry if this has been explained 1000 times before, but I’m just a little confused about what the rules are. Thanks in advance.

Those are simply the rules of the game ...

Scenario: Your opponent is down to a king and a knight or a king and a bishop. You have a king and any number of material that can possibly result in checkmate. Let's say you have a king and two pawns, while your opponent has a king and a bishop.

 

You are technically down material, ,but you are the only one with winning chances; your pawns can promote to queens, but even if you lose both pawns for nothing, your opponent cannot checkmate you. But you run out of time before you promote your pawns. The game is still a draw, because your opponent would still have insufficient material to checkmate you.
