Panno resigned on the first move of his game against Fischer in the Interzonal. What sanctions did FIDE impose? That game was scored as a win for Fischer.
... and the Interzonal and the WCC match were a bit more important than a tournament in Gibraltar.

Male GMs have forfeited games many times for many reasons. They've played games that didn't even go 10 moves not because of any principle they were upset about but purely for selfish, unsporting reasons.

The World Chess Champion has zero influence over the rules governing match and tournament play. Fischer was WCC and wanted the match format changed. It didn't happen. He quit competitive chess, the title went to Karpov... and then FIDE changed the match rules.

It is the tournament organisers who should be getting the flak. A fair tournament requires that the pairings are objectively determined, based on results so far and ELO rating - not with opponents being hand picked by the organisers.

Has anyone fed the round-by-round results into a pairing program, and determined that the opponents were NOT objectively determined?
By your logic Bobby Fischer would have been banned from the sport for his forfeits and most of the Russian GMs he ever played would be banned by 2Q1C standards for all their draws.
