How are the divisions worked out in the leagues (stone, silver, gold etc.)?

Each week, during the league resets, placement is based on login time or the first game played after that reset. If you promoted, you'll be placed in a new division as soon as you log in. If you didn't, you'll be placed in a division as soon as you play a game.
Divisions are filled sequentially until filled then the next one is.
