How can Chess.com allow 21 day/move stall

I guess I am just not familiar with the rules. I accept a 7 day challenge, yet after almost every move, my opponent waits for up to 21 days before moving. How can he stop the clock like that - it’s infuriating. Why doesn’t 7 days mean 7 days?
