Resolved: How come this wasn't a draw on the 50 move rule?

Hi everyone.  In a recent game, I reached a clearly drawn position (R vs. R plus I had one pawn but it was blocked by the king and could not be budged).  I offered a draw at move 58 but my opponent instead decided to try and run out my clock, as I was lower on time than he was.  The game proceeded for another 57 moves with no progress being made (no captures and no pawn moves).  I kept going because I thought I would get a draw after 50 moves, but that never happened.  I thought the game draws after 50 moves with no progress, how come that didn't happen?

The draw is not automatic, per FIDE and USCF rules. You may claim a draw if you wish by clicking the draw button.

I know that with the threefold repetition, you need to actually press the draw button to activate it.  Could it be the same?
