Carry a chess set around with you every where you go.  Set it up along with maybe a book to study in the library, cafes, restaurants, coffee shops, and wherever else you hang out.  Chat up and trade phone numbers with whoever comes by and looks interested.  A college campus would be a great place, your local parks, maybe a local watering hole; well, you get the idea. Everyone who seems enthused over the idea of a chess club is on the Commitee To Form A Chess Club.  Together you'll figure out a place to meet and when, maybe print up some fliers, whatever. Oh look.  Not the first thread on the subject:

I chose the thread with the most posts, but here is the original Search Forums:

Good luck!

Put out notices online, on craigslist, facebook, and other social media.  Or do it the old fashioned way and put up flyers.  Find a coffee shop, library, or some other place and ask them if they'd mind if you brought in some people to play chess for a while.  I've found that most fast food establishments don't mind clubs meeting there as long as they're not bothering others and are likely to buy food.
