yep, that's the only way. Just go on Google and look up clubs or tournaments close to u and go play about 5+ events and by then ur gonna have a good idea.
OTB means over the board. FIDE, USCF, & ECF are just different chess organizations with their own separate ratings. Just like chess.com & chess24.com both have their own chess ratings like all the other chess playing sites.

Is it equal to otb? Probably not.
