I can feel it by experience and sometimes know it by positional assessment.

What do you mean, maintain?
Not blow it?

Sit on your hands. Most blunders... in my case at least... could have been prevented with about ten seconds more thought.

Depends on the position. Sometimes it's easy to tell your winning because from experience and general chess knowledge you know with best play, I'm winning.

However, most of the time I find "winning plans" and I feel like if I accomplish that plan, then I'll win or have winning chances.

So, most of my time is spent planning, then deciding how to execute the plan. And hopefully the plan is to win, and not to look for a way to draw.

There are also standard winning scenarios and position where if your exact position is a close match to the known winning position, then you can say with best play the position should be winning.
