Yes, get him out of his opening preparation!! Prepare a 1.b4 or 1.b3 system against him and get the game complicated!
I also had such an opponent in my chess club. Either he goes into Berlin strucures or else he tries to swap queens as soon as possible. Lately I have two wins against him by getting him into unknown territory. I used king's gambit against him and all his carefull preparation went out of the window and now he has to defend :).
There is one particular player at my chess club who only ever plays for a draw when I play him, even in friendly games. He's lower rated than me, but he plays such boring, safe openings and defends so well it's very hard to get a win off of him.
He's a good player, so I think that the reason that he is so low rated is because he draws so many games and wins so few. When I draw to him in rated games, I end up losing rating points due to being higher rated than him! It's quite frustrating, as I'm sure you can imagine!
Is there a way to play against someone like this?
