How does the chess ranking work?

Hi, I am just wondering how the ranking works.
I have won 29 games, lost 17 and tied 2 and sit at a current ranking of 1167 while i have versed opponents in the 1300s who have lost more games than won.
I would like to be able to improve myself
My Avg Opp is 1040 and i am trying to verse tougher opponents but my ranking is not improving.
