I like how a 1999 player would be "Above Average", yet a player one point higher (2000) would immediately jump to "most likely compared to a grandmaster".

What marks the difference between the categories?
For instance, when does one stop being a beginner and start being intermediate?
To be fair, there should be an overlap in the regions for the rating.
For example
0 - 400 novice
300 - 700 beginner
etc

It depends on your goals, how hard you're working, that sort of thing.
A "club player," like me, might say you're not intermediate until you're ~1600 OTB... but that's because the average OTB tournament player I'm accustom to is that good.
People who work a lot harder than that, and go to stronger tournaments, might not think much of a person until they at least have a title (for example).
It was pretty humbling to hear Svidler, Jan, and Firouzja agree that the GM title is "a good goal for amateurs" but players like Svidler and Firouzja never had such "low" goals as that.

But most people online are much less serious about their game than every standard I've mentioned so far. A new player who enjoys playing a few games a month and maybe watching a few streamers (no other study or learning) could understandably call a 1000 online rating intermediate.
