How good do you have to be to get a USCF rating on Chess.com?

Good enough to know how to type, and find the settings for reporting an official rating on your profile editor.

You get a USCF chess rating by joining the USCF and playing USCF rated events. It's not like FIDE where you have to do well; you play rated events and you get a rating.
As Cherub_Engel mentions, you can put anything you want in your profile.
