How is this insufficient material?!

I am not trying to start an argument and get called a flagger, but this should be 100% a win for black. You THEORITICALLY always speaking, checkmate your opponent even with only a bishop, in this case if white promotes to white bishop and somehow corner themselves... This is not a draw because of insufficient material!!

The site doesn't use the FIDE implementation of mate possible by any series of legal moves using something more similar to the US Chess Implementation.

So white ran out of time and can't win and since the site only looks at the material the side with time has, a king and bishop is considered insufficient material to win on time.
