This game I have a 1.7 rating and this guy does not have a rating. what the hell happened?

Not sure I understood your  question.

You had many chances to end the game with a mate in one move.(such as the position above where you could have played Qg3#)

When you didn't play that move, the computer calls that a missed win.  It is classified as a bad move.   The move you actually played Be7 had some good points. It was not the worst move available to you.

However, it doesn't compare well to Qg3#.

We don't know how Chess.com produces its accuracy score. However, it seems clear that most of the moves on both sides were not good.

Rather than focusing on the accuracy score, it would perhaps be very educational to you to take a lengthy look at each position where a mate in 1 or 2 was available. After the first one available on move 5, most of the mates were very similar.
