how many other players have such a low rating when consistently scoring 15?

I think Chess.com's rating algorithm - Glicko or RD - is not the appropriate choice for Puzzle Battle.
My first two battles were both losses where I scored 15, and now my rating is 179.
So I wonder how many other players have such a low rating when consistently scoring 15?
