how strong can the Roman Empire bots get?

The bots increase their ELO if you beat them. And it looks like their elo decreases somehow too (maybe if you lose to them or don't play them at all). So far, my Hadrian is 700, Cleopatra is 1300, Caesar is 1800, Caligula is 1400 and Augustus is 1800.
