The Caissabase web site briefly discusses what you'll have to do. If you read that first, it may all become clear.

I have understood how to do it but I can't turn a scid file into a pgn file.

So you've tried, but it doesn't work? Which step is the one that doesn't work?

(I have to go somewhere for 2 or 3 hours - I'll be back later.)

I have done the tools stuff in scid vs pc but I can't export the files into PGN and I can't send those files into another folder so I can download it into chessbase

In the past, when I was using Windows, I ran into a somewhat similar problem. I seem to remember that if you installed Scid vs PC into the "Program Files" folder, weird problems could occur. It was recommended that you install the program outside of the "Program Files" folder. After I created a separate folder outside of "Program Files" to install Scid vs PC, all of my copy problems went away. Maybe try that idea and see if it works then.

When you "Export filter to PGN", are you able to create a 3 GB sized file? When you have to name the file, did you add the ".pgn" file extension to the name?

Solution: Do not buy chessbase 16.  Then you would not have any problem

Except he's already bought it. That's like saying, "Don't gamble; take all your savings and buy some good stock and hold it till it goes up, then sell it. If it don't go up, don't buy it." (Apologies to Will Rogers)

@op I am using caissabase in CB , and I was able to export scid files to pgn files using Scid Vs PC. Didn't have any issue in that. Probably look up a video for it

Also one additional point, after you have successfully imported the db in CB , convert it to CBH format and perform a de-duplication on it, lots of duplicate games in caissabase
