Now in all seriousness, the only endgame book I have is Silman's Endgame Course, which I haven't touched since I was an 1800 blitz. All I know about endgames, really, is just to favor piece activity.
Now, I'm not so sure about your tactics. Usually people around 1900 rapid have higher tactical ratings than 2100, so you might want to work on that.
He plays 10mins. I played 10mins up to 2100 rating (back when it was blitz). His tactics needs some work.

I only play rapid seriously, blitz is just me fooling around. Also, yeah my tactics rating has seen a quick decline from 2300 to 2100 . I peaked at 2010 rapid, but fell back down to 1950-80 where it seems stable now. Is 10 minutes too short? Should I move it to 15 | 10?
Hi, I'm a 16 year old currently rated 1573 in the USCF with a peak of 1620. However, I haven't played an OTB tournament in 2 years and I just got back into chess after a year-long break. From 2 weeks ago to the present, I raised my chess.com rating from 1650 to 1975. I would like some advice on how do I improve from here. I believe my positional play and tactical vision are relatively sound, but my endgames are lackluster. Can someone give me some suggestions on what exactly I should do to reach 2200?
Subtract 150 points from your rapid rating and it will be around 1700. This is your approximate rating , since 10 min used to be blitz in the past. Everyone got 150 points awarded to them for free if they played 10 min, therefore your rating is better than what you think it is. Your blitz and bullet ratings reflect this. A more honest rapid rating with longer time controls like 15 10 or 30 min would be more on par with the USCF 45 45 min time controls or longer. There is also a slow chess league on chess.com, but I don't see you there either. Currently, it seems you are just a kid obsessed with ratings, and not actual chess improvement. So if you want to get to 2200, I would suggest you drink some fishstock, it is the fastest way to get there imo. If you actually want to improve your game however, I would suggest you drop 10 min and move to longer times controls.

No, I don't think I'm obsessed with ratings. 2200 is the NM cutoff for me and that's what I'm trying to reach. I understand that there are things that I need to do outside of grinding games but that is why I'm here, I'm asking for suggestions on what exactly to do.
How to get 2200? 2200 on chess.com is easy, just grind for a few years and do lots of tactics and you will get there. Also learn 3 openings. 1 for white and 2 for black against e4 or d4

To reach the 2200 range you'll want to develop an opening repertoire. If you haven't already, it's time to start booking up.
You'll also want to put a lot of emphasis on making good use of every move. At 2200 (the upper expert level), your opponents are playing with energy and precision. If you waffle around with your moves, you're likely to get punished. It kind of goes without saying, but you should try to find the best move you can in every situation.
Study GM games that align with your repertoire, to familiarize yourself with Grandmaster-level ideas and common themes.
Time to start on the part of chess that a lot of players dread or avoid: endgame studies. If you reach a pawn ending against another 2200, you'll want to feel like you at least have an idea of what to do (key squares, opposition, which side of the board to put your king on, etc...), rather than just trying to figure it out on the clock.
Review, review, review. Every game you play has improvements to be made. Search for them. Don't let bad habits or mistakes go unnoticed or ignored.

Fair points, listen to @TestPatzer he has some sense. Yeah , I would definitely start looking at your weakest points and investing study time into them, eventually, the end goal is to be an expert in openings, middlegame, and endgames. That's a lot of studying and books. Good luck my guy, wish I could join you but I am short on time myself at the moment.

You need to be able to find your mistakes in each game you play. If you are unable to do this --get a little help from a very strong player. Make a list of each kind of mistake you make and then when you play again--try not to make the same mistakes.
Most players don't improve to their potential as they keep making the sames mistakes over and over and over again. This even applies to many masters.

Since you were rated 1650 on chess.com when you quit at 1600 in USCF, and now you've been able to raise that to 1900-2000, it seems like you might also be able to raise your OTB rating to maybe 1700-1900 - it really seems like you improved quickly although nothing much has happened over the past 5 months or so.
