Go to Tournaments.
And create a tournament.
It's easy.

Pretty sure that achievement is only for Daily tournaments. You have to be premium to create those

You don't need Diamond. Only Daily tournaments require premium, but it can also be Gold or Platinum. There are limitations based on level though.
