Working on tactics is a great place to start. Do you review your games, play slow chess (daily games, 30+minutes per move)? Do you work on endgame techniques so you learn how to play more accurately with fewer pieces and how pieces work together and individually? Work on your pawn play?

don't actually get to some serious endgame either I win in middlegame or blunder takes me down

says that people improve when they either do something better or when they make less mistakes than they have in the past.

 

so either learning techniques, or fixing weaknesses.

Endgame study does a lot more than just learn endgame play. It teaches you about piece activity and how to properly use it, how different pieces work together and individually, and it definitely increases your understanding of pawnmanship. If you want to improve I'd start right there in the endgames. You'll be surprised how much your chess improves as a whole.

You have played nothing but blitz, and bullet, and have done 4 tactics in the week you have been a member.  

if youre looking for serious improvement, you need to lay off the blitz, and bullet.  You need to play longer time controls of at least G30, or even better G45 and longer.  You will need to do more tactics, review your games, follow opening pinrciples, do the chess mentor courses.

Have you watch better players play? Spend some time. No need to study masters games. Just 1600 to 2000 players of cc. Not blitz and bullet games ofc.

How many games did u watch? I suggest watching at least a hundred. You csn view my finished daily chess games if u like.

What Dan Heisman actually said is that in order to learn you have to increase your positives and decrease your negatives. This is an actual quote from one of his videos. You can view these videos on ICC--you have to pay a small membership fee--or you can purchase these videos. After viewing the entire set of videos I noticed an increase in my rating so I can say that to improve your rating you should watch these Heisman videos and try to apply what he says.
