My advise is to get a good coach. I have tried several and by far the best for me is Philip Ochman at Strongerchess.com You can get a free lesson to see if you like him. I have had little success with books, tactics study etc. although better than nothing.
How to improve ur chess skil?
100 Chess Endgames You Must Know (or whatever the name was) and Amateur to IM are great to start then move onto Fundamental Chess Endings or Basic Chess Endings. Capablanca recommended studying the endgame first.
I have a free video lessons program group here with nearly 5,000 members. My students who use my methods improve. Although I am certainly the top selling coach on this site, I still prefer folks use my free program and duplicate my success of being a self-taught master. I maximize your time and show you what you need to work on the most:

If you really, really devoted the time and energy and stuck with it, I think it's possible you might could reach grandmaster status. Honestly, the best time to try and reach a goal like that is when you're young, and in reality your chances are probably pretty slim, but hey, it's always possible!
So here's my advice. It won't take you to the grandmaster level (lol), but it can help you get going:
Study tactics! A man once wrote: "Chess is 99% tactics!", and for the most part, this is true. Tactics are a big part of the game. Chess.com has a Tactics Trainer which is available to all members. Since you're a free member, you'll only get 3 tactics a day (which is hardly enough), but there are other resources too. Check out ideachess.com, which has thousands of tactics available (as well as endgame problems and checkmates) for free!
Play lots of games. Since you're sort of re-entering chess, you'll need to get get your feet wet again and get back into the groove of it all (if you played chess for a while but left it for years, you've likely gotten pretty rusty. It'll take a decent amount of studying, playing games, etc. to get going again. I knew a guy who was rated almost 1700, but then left the game for 8-9 years, and now he's only around 1200!). Play games online here at chess.com (there are other websites as well, like Internet Chess Club). Try and play as many games as you can.
Also, play with slow time controls (NOT bullet, 2-min, 3-min, etc.). Quick blitz games won't help you improve, it'll just get you into the habit of moving fast. I'd recommend time controls of 15 minutes or more. Once you've gotten better, blitz can be alright, but still try and play it sparingly.
Another thing would be to try and play OTB (over the board) games, not just games online (if you can). There's something different about playing someone face-to-face rather than on a computer screen. Maybe you could see if there are any local chess clubs you could go to?
Get a coach. I agree with Exchanger (who posted a few posts above). Coaches (if you get the right one) can help you tremendously. I've been taking lessons with a coach and it's definitely improving my game. Coaches can help you figure out what openings to play, what areas you're weak in, and such.
Buy some books. I’m more of a visual leaner, but books definitely have their value! Some books I would recommend are: Silman’s Complete Endgame Course, 1001 Winning Chess Combinations and Sacrifices (by Fred Reinfeld), and Logical Chess: Move by Move (by Irving Chernev).
Watch videos! I would suggest checking out thechesswebsite's Youtube channel. They have lots of videos that go over openings, and they also cover ideas for chess strategy and endgames.
I hope this helps! And, I gotta say thank you for taking the time to read such a long post.
Good luck! :)
