I've been playing chess for over 8 or 9 months. I think my elo Is about 1700-1800 but I don't know for sure. Does anyone know how can I measure my elo accurately? Also if I spend from 18 to 20 hours a week how long will it take me to get to 2000+ elo Thanks !

Learning the rules to 1800 in 9 months would be a world record, so you're not being completely honest with yourself (or us).

In any case, 2000 takes about 2 years for the fastest people.

More common would be 3-5 years.

The most common though is never, because most people never get to 2000.

You can find out your rating by playing in tournaments. Chess.com blitz is not a bad approximation though. If you've never played in a tournament then I'd guess it will be lower than your chess.com blitz at first.

Oh, but looking at your account history it seems you got this far in less than a year. If so, that's very impressive. Definitely visit some FIDE or national tournaments, I think you'll enjoy it, and playing good people at slow time controls will help you get even better.

If you only play speed games for many years, you'll develop bad habits and hit roadblocks. So even if you can't go to OTB (over the board) tournaments, then mix in some long games online. Like a time control with 30 minutes or 60 minutes on the clocks.
