i hate bullet chess
If you're losing on time when you're 20 pieces up, you'll lose even worse when you're 20 pieces down lol.
It's easy to be ahead on the clock when you're up material because your opponent can't make any threats... if you're losing on time in those cases then you're just really-really slow and I'm not sure any kind of strategy would help you.
I've played people like that.
Usually I'm ahead on the clock against them... lol.
Even shuffling a knight they're slow... that's why they do it... because they're slow.
Ok, but to answer your question, you should have a 10-15 move setup in mind for when something like this happens... so figure out some setup you like and memorize it.
Then if they keep doing it past move 15, just point a bunch of pieces at their king and start sacrificing.

Having more pieces makes it easier to move fast. If you lose on time while up a lot of material then you were definitely the worse player.
The time bullet chess is annoying is when it's a roughly equal position and both players are under 10 seconds. It becomes a coin flip.
