(1) You never played the user you named in any games, at least not on this account. You're not allowed multiple accounts. (EDIT: Actually, I just saw the games you mentioned - but they were played weeks ago, which you should have mentioned).
Also, I guarantee you that player you mentioned did not use any engines or bots, despite playing 10 minute blitz a lot.
(2) With the second player you noted, the peak rating was achieved right after the account was created, and while that may be funny, there's nothing unusual about the recent performance at all.

Okay so I played this player and lost 100 points to him:

His moves were very fast and his openings repetitive even when I had a good counter to it he just used it again, just like oldschool chess AI doesn't learn.
I look on his profile and find a 1600 player saying this guy is either using computer AI or "smurfing".
I don't know if he cheat but look at this even more suspicious profile who this user lost to repeatedly:

His highest blitz rating is 1957 but his current rating is 1182.
How does someone lose that amount of points? Why did he lose to this 1400 player so often?
So I think there is something funny going on, like people using multiple accounts and AI.
Anyway, nowadays we find people like Elon Munk creating human brain interface. We have determined how neuron clusters group together in people, thus allowing in the the near future AI which can improvise as well as human. So we will have this situation on all fronts, professionally and games.
In fact, the "James Bond" of Chess may have been using remote technologies (such as V2K) to cheat, or he may just have a brain implant.
