Should count for something? Should count for what, exactly? You either win, lose or draw. You couldn't win, you didn't lose. so it was a draw. Do you want it to count for a free Happy Meal at McDonald's? Why don't you go there right now, and try it? If not a Happy Meal, at least a 4 piece McNuggets. Make sure to bring your phone to show them the game.

Yes I had the lone King. I know I could never win with just that. He should have clobbered me with the Rook/King. I don't see how if his time expired he should escape with a draw. For me, I was somewhat satisfied with a draw, but I thought if the opponent runs down his clock then I should have gotten the win. Not losing sleep over it, just was surprised with the draw decision.

If a player runs out of time, their opponent gets the best result available to them on the board - should the game have continued. In your case, this was a draw; if you had a single pawn, that would have counted as mating material and you would have gotten the win. One thing to note is that different organizations have different ways to determine what this "best result available" is (chess.com does a simple piece count, which does mark some results differently than, e.g., FIDE rules, which are more robust). Regardless, a lone king would never be considered "sufficient material to mate."

You didn't have sufficient material to win. You did well to avoid a loss. You earned a draw, but you can't win in the situation you described.
I played a game last night. On move 61 my opponent had a Rook and King against my lone King. My opponent had 1:49 on his clock and I had 2:37. I nearly always resign in this situation but this time decided to play a few more moves. It became quickly obvious the opponent had no idea how to mate with a Rook/King. So I decided to keep playing. After 30 more moves between us, his clock expired. I still had 1:06 left and the game was declared a draw because of "Insufficient Material". Did I deserve a Flagged win? Maybe not, but I think to evade checkmate under those conditions should count for something. A King and Rook is plenty of material to win against a lone King.
