I have been playing chess for about 9 years and I am noting getting any better. I understand to control the center with your opening to get your knights and other minor pieces developed. I know basic principles to chess but I am not getting better at all. I have like a 700 rating despite trying very hard to get better does any one have any tips?

It looks like the only lessons you have ever done here were done on one day. 66 lessons in one or two days. That was great, but you need to make a habit of studying every day if you want to get better.

Whilst I'm no good player, I'm a bit above you- and for me getting from 700-1000 was...

-hanging less, or even no Pecies, trying to think 2+ moves ahead, and before you make a move taking one more look to see if the move will hurt you in any way.

Oh, and try and look out for pins, forks, and scewers, both to use and defend agaisnt.

Also learn a few comebacks against attempted scholars mates and fried liver attacks, as they happen often around your and my levels.

Try to analyze the games you played in the computer analysis.
It will tell you which moves you made were a mistake.

Don't read any books yet... Seriously... I just looked over your last win and it's obvious what it is.
