Example if I’m at 1000 and I play a master all of the time and of coarse never win then I may stay at 1000 even though I’m playing as good as a 1400 player, the current rating system would never know this.

Do you see my point. I’m at 1000, but I know this is wrong why can’t I set my rating at 1300-1400. If I start winning then my rating will jump quickly. Do you see my point

you are just playing too badly for 1300-1400, that's all. I've had a look at some of your games and you are playing much, much worse than me, no way you are close to 1300 strength at the moment. don't blame the rating system.

I bet many are seeing my point. You have many 1000 to 1100 players that know they are higher but stay there for a long time because they can’t solicit and narrow down a player between 1300-1400. If they play these player and start winning they will come back to their true rating quickly. Understand?

you aren't higher than 1100, otherwise your rating would be higher. that is the thing you don't understand. any half-decent chess player who looks at your games will tell you that you are playing nowhere near 1400 strength at the moment.
if you were actually 1400, you would win 99% of the games you play against 1000s, which is clearly not the case.

Then let play only 1300 to 1400 player to prove it. Then I pick who I want to play. No they won’t let you do this because the system is set up on a false pretense.
most people are stingy about playing people way below their ratings. This is for reasons such as, it won't be close, the lower rated player is a sandbagger and mooches points, or they don't want to lose rating points. On my way to 1900 in bullet I had people who would refuse to play when they were only 20 points higher than me (that's a 1 point difference in rating change so rather than +-8 =0 +9-7+0
