All it tells you is that it fits into their strategy. Not why it fits into their strategy but it's still more information (that there is a strategy and that the capture of the island fits into it) than the no context version of the sentence which doesn't contain the adjective at all.
I think that without learning to deal with a little bit of ambiguity you're going to end up very hung up on questions like this and lose time that could be much better spent learning other more fundamental aspects of the language.
