Can you improve your chess just solely reading books and not actually playing games?

NO!

That said, the games you are playing should be over the board tournaments of time control G/90 or longer, not 1-minute, 3-minute, or 5-minute bullsh*t games on chess.com.

Absolutely.  I read books for years without actually playing a game.  I'm sure I would've improved more if I had played, but I definitely was better at the end of all that reading than I was at the beginning.

As for the time control -- play whatever you like.  Unless you plan on a chess career, we're all just playing for fun anyways.

As long as they're chess books. Reading books on yachting or pornography probably won't help your chess game. Your mileage may vary.
