Is it normal for a 700 level player to consistently play other players playing to 1250-1600? It seems to happen frequently!

Thank you, good info. Let me clarify...is it normal for a 700 rated player to run into other 700 rated players who perform at 1250-1600 in game ratings?
Another way to ask, what is the standard deviation of in-game playing range for a specified player?
