Inexplicible Statistics

I played in an OTB tournament today and looked up my first round opponent online. He's rated 1800, and has been for the last 20 years. Anyway, here's some of his stats for the last year:

Over 2000: 1 win, 9 losses (no surprise there)

1800-2000: 7 wins, 4 draws, 13 losses. (also pretty typical of an 1750-1820ish player)

1600-1800: 6 wins, 2 draws, 17 losses (a lot worse than expected)

1400-1600: 17 wins, 3 draws, 17 losses (also a lot worse than expected)

1200-1400: 9 wins, 2 draws, 7 losses (?)

1000-1200: 5 wins, 4 losses. (??)

800-1000: 4 wins, 3 losses (???!!!)

600-800: 2 wins, 1 loss (????)

 

So to recap: this guy frequently beats 1900 players, as well as loses to players under 1000.  What gives? Losing on purpose? Showing up drunk?

Maybe his account is used by his whole family. Wife, kids, maybe dog.

Is he a floored 1800? That would explain a lot. The lower rated stats can come from underrated or provisionally rated players.

In the past, players would lose on purpose in very-low-cost USCF-rated OTB tournaments so they could enter big-prize tournaments in a lower rating category.  To combat that, USCF instituted rating-floors so players would be limited in cheating that way.
