The insufficient mating material rule says that the game is immediately declared a draw if there is no way to end the game in checkmate.

Playing otb, I was running out of time so captured his last pawns for what I thought was a draw.  So it's a loss because I can under-promote and trap my own King and be checkmated or because FIDE rules are you always lose when you run out of time?

I didnt know it was not a draw in otb tournaments.. good to know

FIDE rules on flag fall is that it is a win for the side with time "if mate is possible by any series of legal moves"

Depends on if it's is FIDE rated or not. US Chess has slightly different rules, where help-mates are not considered.
