Why should white have lost on time?  Black had insufficient material to checkmate.  According to the rules, that's a draw.

If your opponent's time is at 0 and you do not have enough material to even technically be able to win the game: Then it's a draw. I wasn't aware of this myself, but after I got a draw where I actually expected to win the game I took a closer look at this. It's one of the FIDE rules you will probably not be aware of until it actually happens.

A loss on time means your opponent is given the best result his position allows, which the above is a draw as black could never checkmate white. Had roles been reversed white would have won because he could give checkmate on the board.
