High and low are relative: high is higher than me, low is lower than me.
If you want to improve, then play 15|10 rapid instead of bullet and analyse your lost games to learn from your mistakes.
Is 1200 elo high?

1200 bullet is not that good. 1200 rapid is better. For 1200 bullet, you have to buy a fast mouse. For 1200 rapid, you have to think, not just moving fast.

1200 looks very high for low rated players, but looks very low for high rated players
but how to define low rated and high rated players?
also u still need to think in bullet or else u will get checkmate by ur opponents @TricktKnight373737
and there is no such thing called "fast moving mouth" u can set its speed in setting

Casual play yes you could probably beat 99% of people
Competitive play no you probably have slot of work you need to do to improve

It's all relative, it depends on what your goals are really (as others have elaborated upon). I have a super low score but I'm happy because I'm just chilling at the moment, might start studying at some point so 1200 is very high to me (:

GM Nigel did say that but it is because some people do not think during playing bullet but once u think while playing bullet then it can help with ur thinking skills and logic skills
