++ If you equate 'achieve something' to 'GM', then yes, it probably is too late.
However a more modest goal: 2000, CM, FM, or even IM may still be in reach.

There’s no age limit. You can literally work towards your goal, even if you take a lifetime, and finally achieve GM status at 65. If you’re hungry enough for it, you won’t stop.

Being a prodigy ≠ being a good chess player, or rather while being a prodigy equates to being a good chess player, you don’t have to be a prodigy to become a good chess player. Practice, practice, practice.
