Is 99.6% accuracy the highest you can go?

Yes 100% is possible, but the most I have got past book moves was 99.5%. Obviously others have got more than that though.

Yes but why on move 5? I am 1331 so maybe that happens more at the higher level but it just seems odd

It depends. I too had a game drawn under 5 moves . It was in a tournament and I was too tired . And perhaps my opponent too wasn't interested either to play . So we agreed for the half point .
