  For 800 rated, players will mostly move ALL their pawns at the start.
1000 elo players are better, but 50% of their games won by time and the other percentage are blunders by the opponent
1500-2000 forward ( e.g. Hikaru or Magnus ) are tactical and rarely make few mistakes.
So in logic terms it’s chess (y’know what I am talking about) . But in playing the actual game terms, no.

  You could argue that true chess is without a clock and just the base game itself. That would also exclude the 50 move rule (which is only there to prevent unreasonabe game lengths) touch move (if you play otb) or maybe even which color goes first (which was added because people thought black was lucky and having black and going first was too much of an advantage).
My point is that chess has changed over time and it will continue to change. Rules are implemented to keep it organaized and slight changes does not make the game any less chess. With our modern age things have become faster and bullet chess is a popular time control and it is still chess.
 
    
  
  
  GMs just play it for a laugh.
They do laugh about it afterwards but it does seem to be serious business.

Of course. I would be using it to get a measure of the instincts of fellow GMs, just like I tried to use blitz in a similar fashion against potential tournament opponents.
 
    
  
  
  I mean, it's a game and people play games to win if they can. But it's something other than chess because completely different strategies will be used in bullet, whereas in 5 mins blitz you can play a reasonable looking facsimile of a genuine, normal chess game. It's probably WHY they take it more seriously than blitz, because it ISN'T real chess.

  The classification of Bullet Chess as true Chess is subjective. Some argue its fast pace changes the game, while others believe the core rules and objectives remain, thus it's Chess. I want to hear your opinion; do you think Bullet is Chess, or not?
It is definitely chess, the rules are the same, the board and pieces are the same, everything is the same. It's just played faster than usual

  Bullet chess is real chess, but in reference to the book "Thinking, Fast and Slow" by Daniel Kahneman. You are just rather relying on instinct and the fast part of your brain instead of deep calculation. While I do believe that bullet chess is a separate skill to the faster control times, such as rapid and classical chess, it is still chess.
