I'm going to guess you mean; are chess players from "eastern" countries better than those from "western" countries.

normally I'd say its a nobrainer that india/russia/post-soviet/ china is better than the west....

but the current rating list makes it not so clear.  GM's like Giri, Nakamuri, so, carauna, not too mention the WC carlsen play for the "west"

on the other hand, I think for all the free time that many in the west have, we're hopelessly addicted to videogames. & perhaps not, as a people, having as good of a work ethic.
