Yeah, I've known people who studied chess for decades and remained patzers.
I knew a beginner level adult. Not only did he work with multiple coaches along the way, he actually worked hard at following their advice and doing the homework. He also played in rated OTB events often (at least once a month).
He got to a respectable level, but still short of master.
More skill than games
