Is it against FIDE rules to pay off a Fide Master to lose every game to you and then get your rating up to become a Candidate Master or Expert?

Yes it is hard. I wonder how FIDE would enforce such a rule. Last I heard Fide masters had the freedom to lose to whoever they wanted to.

What would be the point?  If you played honest games after that, you would be exposed as a fraud.

It requires more than a high rating to become a CM.  One must perform at very high levels at elite tournaments, before some council judges you and decides one is fit to become a CM.
