Is it against the rules to intentionally lower your rating?

Lately I have seen a lot of players intentionally losing dozens of games in order to lower their rating.  They then play higher rated opponents in tournaments and 'steal' 16 ratings points from them as a method of trolling. An example is https://www.chess.com/member/No-Respect.  He is one of many.

Is this against the fair play rules?  I've reported one of them but as usual cheaters and trolls are rarely punished.  Is this a legitimate strategy allowed by chess.com?  Do I need to check the glicko of every opponent at the start of every game?  This may seem like a minor complaint but combined with all the other trolling and cheating going on, it is just depressing to play a tournament these days as a low rated player.

It isn’t allowed, it’s called sandbagging and it violates the Fair Play policy. You can report them, but don’t mention any by username in the forums as that also violates the Fair Play policy.

Of course we KNOW.  It's a form of cheating and artificially altering another's rating.

It's like asking if you know it's against the rules to commit murder even if you have no intention of shooting a gun again.

You get one by sending a request to FIDE along with $100. You can remove it by sending a request to FIDE along with $1000.

yes , it is , report to cc let them see if the player is dodgy , ps the reason why its not allowed to name in public forum is because you might be mistaken and we all make mistakes so its best to let those tasked to find the truth of cheat or not to do their task ,

A similar thing happened at ICC when a user, 10 or so years ago, purposely won and lost to set all his ratings at 1666.

RedGirlZ, the example in my post is just one.  I just got done playing another in a tournament.  She is rated 1385 in rapid but in blitz she is 646.    Look at her record and she has resigned her last twenty blitz games when she was in a winning position.  So of course she beat me and I lost 15 points.  It was a <1199 tourney, she shouldn't have even been in there!! It's rampant in tournament games. I can PM you her username if you'd like.

 

Is there another site where this doesn't happen or where mods are more proactive about it?

The guy you mentioned, highest rating ever achieved 1700+, and his best win was vs 2000+.

You can block this player. Sandbaggers aren't that common.
