Ok I just played against this dude and he doesn't really seem like he is 2k rated. He literally blundered a pawn, the exchange, and a piece.

The average is 30 seconds per move approximately.

Well the game was 16 moves (he/she resigned). Also, 30 seconds should be enough to not blunder so obvious stuff.
Should I report?
On the safe side, you can always report.
Because if your opponent is somehow innocent, Chess.com would probably simply dismiss the report and the report will not add a "bad reputation" to the account.

Nah...I'm just thinking that there might be one. What I am scared of is that for example, an account might get blacklisted just simply because another user made a report against him/her, even though the account would turn out to be innocent.

reporting someone that you believe has been using outside assistance is your right and the right of anyone on this site. I for one trust the integrity of the people responsible for making those decisions. Pretty sure there's a cheating forum here. This is probably where you should be directing your questions. Good Luck
