I am 1600at age 17~ if I study and practice do I have a chance at becoming a titled player?

Being 17 at the age of 17 is amazing!

You can probably get better if you will learn new openings and by learning the positional game.

 

I will recommend you watching eric rozen videos and gotham leasons.

As long as you're aiming for NM or FM, it's perfectly do-able.

It might be tricky becoming a 2700+ Super-GM after a late start, though.
