is the Catalan (or the English) good for 1500 rapid?

I am delving into more d4 openings aside of the typical London system setup.....I was told these openings are quite complicated so I put them aside....is 1500 enough to be able to grasp them or should I need to climb the rating ladder more?

You can start now and learn as you go along.

I play both as white and black; really enjoy the games.

Catalan is good for anything, anytime, anywhere.  It's a magnificent opening

Homie, the Catalan is a very very complex opening. I’m not saying not to play it, but you may not understand the opening ideas at first and you’ll lose games against people who know what they’re doing.

But, if you stick with it, you’ll be rewarded.

The English (especially the Botvinnik formation) will probably be easier to pick up than the Catalan.

You do you, though. Don't let the nay-sayers discourage you.

Here's a perspective on the Catalan from a few years ago.
