Yes, it's the best opening to start with for beginners, in my opinion.

It is up to a point, since it's "easy" to get the basic strategies and ideas or the opening as a beginner you'll be playing a lot of players that use it as their main line. Familiarizing yourself with the Ruby Lopez, or at least one other variation will help when you play and "expert" piano player at the beginner level

The Giuoco Piano is an excellent opening at any level, expecially non-masters where most games are lost because of a bad move that leaves a piece underdefended. You can also get wild with the Fried Liver Attack (not recommended without intense study) or a smaller step-up in aggression by playing the Giuoco's cousins: the Bishop's Opening and the Vienna Game, where Nf3 is delayed to give you a chance to get f4 in early.
Know the Endgame techniques! The Giuoco lets you develop while keeping a lot of protection on your pieces. This often leads to drawish games where, if you know the endgame better than your opponent. You can pull it out. Here's an example of mine:
