It's supposed to be pretty good... 4.7 out of 5 stars on Amazon.

"Ilya Maizelis’s masterpiece is the definitive introduction to the game of chess. It has inspired generations of Russians to take up the game, including arguably the two greatest players of all time, the 12th and 13th World Champions."

Karpov and Kasparov both started with this book.

Karpov and Kasparov were receiving professional coaching from an early age. It's misleading to imply to beginners that by studying this book they'll be given the same introduction to chess that these world champions had. This is not a book for beginners.

Seirawan's "Play Winning Chess" maybe?

Soviet Chess Primer is a good book, but I wouldn't recommend it for a totally new player.
