Is there a way to stop people from running the clock?

Im running into more and more people who think its ok to have 2 minutes on the clock per side and think that playing many moves on to win rook vs rook is ok?

Sounds like you're running into more and more actual blitz/bullet players then.

Learn to make a fortress-like position where premove is pretty safe. Then premove to either a 3 fold repetition or 50 move draw. Be sure to click the draw button to claim the draw as on chess.com it's not automatic.

Rook vs rook with no pawns is extremely easy "fortress-like" because there's no suicidal captures or surprise checks to take advantage of your pre moves.

The fault really lies with the old time control format. People are just exploiting a loophole. That's why Fischer timing with digital clocks is so good and preserves the spirit of chess.

With the old format in blitz I've had an opposite bishops endgame. My opponent having one pawn, it's promotion runup covered by my bishop,and his bishop and king dancing round the board to avoid threefold repetition - he was about ten seconds up and eventually won on time - crazy but that's how it is ...
