Yes.  Someone at FIDE has fantasies of chess someday being included in the Olympics where it's mandatory.  I think at this stage it's pretty random since everyone but FIDE recognizes what a joke it is.

Believe it or not, chess falls under the auspices of WADA and are subject, in theory, to the same drug controls that cyclists are.

I believe testing is performed only at the highest levels of competition, ie. world championships.

The most likely drugs to be abused in our setting would be amphetamines.

I did a quick check at WADA. Beta blockers are a no-no in competition.

If you google WADA, you can pull all that stuff up if you're interested.

I am not sure if any drug will help people play chess better other than something for a headache or to relieve pain.
