Is this actually a draw, due to insuficient material.

Yes we all agree on that.  Staff member Blackenne is saying that you also draw when you have material to mate and your opponent doesn't and he runs out of time.  Some of us think that should be a loss for your opponent.

Blackenne, out of interest, if your in an online game and they go on vacation and then close their account, do you then just have to sit there twiddling your thumbs till their time runs out?

surely that kind of abuse shouldnt be allowed. 'pasiune' has just done it to me, and I know someone else has just had it happen to them too, so is this kind of thing happening on a more frequent basis?

Correct, finally. You were not explaining it "weird" previously.

The phrase "either opponent" was not "wonky", it was just incorrect.

You do not have to be perfect to gain our respect, just be honest, thanks for admitting that you were wrong. We appreciate it.
